Update: Shooting victim named
The man shot dead Sunday onboard a fishing vessel in St. Herman harbor was Welton Daniel Albers, 25, of Houston, Texas, according to a news release from the Kodiak Police Department. Matt Bowe, 28, was arrested early Sunday and charged with first-degree murder. An arraignment was scheduled for 2:30 p.m. Monday.
